Making Plastic armor requires a Plastic Forming Kit of the correct weight (AV), Book 2, page 22.
Generally speaking plastic forming can be done without electricity. The Forming Kit contains a mixure of chemicals that will form the plastic. GMs can modify this, but the book gives no guidence.
