Normally 100% materials required, but success/fails/crits affect this.

Making Plastic armor requires a Plastic Forming Kit of the correct weight (AV), Book 2, page 22, though lower AVs can be produced.
Generally speaking plastic forming can be done without electricity. The Forming Kit contains a mixture of chemicals that will form the plastic. GMs can modify this, but the book gives no guidance.

Plastic Synthesization makes the plastic (or it comes from a premade kit), Plastics Forming makes the armor with Armorer Plastic. It requires both skills to make armor, but only Plastics forming to make objects.
