In game terms, zombie hit rolls are 30% higher than normal shots. In other words, the die roll on the D100 is a reduced by 30 resulting in mostly upper body hits.
The in game justification for this is that zombies have no CDA, so they don't actively dodge bullets or try to defend themselves. That means shooters have an easier time of shooting them, thus since head shots are more deadly, they shoot high.
